This is a new spacer camshaft gear on crankshaft, closed for Volkswagen Thing models.
This high gear spacer is essential for engines with high revolutions per second ( 6000 rpm). At a high revolution
the spacer between the camshaft's gear wheel and the distributor gear on the crankshaft can expand and even brake. With this totally closed spacer
it can't happen anymore.
