This is a new inner wheel arc, front, left, reproduction for Volkswagen Beetle models.
These inner fenders fit all beetles from June 1960 to end of production (not for 1302-03 beetles).The bumper brackets are according to the later model, but BBT ref 0829-1 fits perfectly
